Tiffany received her J.D. from Florida State University College of Law in 1999. While a student at Florida State, Tiffany was a member of the FSU Moot Court Team and was a Minority Participation in Legal Education (MPLE) Scholar. Mrs. Russell received her B.A. in Political Science from the University of South Florida in 1996.
In 2006, Mrs. Russell was elected to her first term as the District 6 Commissioner on the Orange County Board of Commissioners. As an Orange County Commissioner, Mrs. Russell serves on the Orlando Metro Plan Board, Orange County Canvassing Board, Orange County Value Adjustment Board, Orange County Community Action Board and the International Drive Improvement District. Mrs. Russell is a member of the Florida Bar, Orange County Bar Association, Virgil Hawkins Chapter of the National Bar Association and the Paul C. Perkins Bar Association. Mrs. Russell is a member of Alpha Kappa Alpha Sorority, Inc., NAACP and serves on the Board of Directors for Living Hope Ministries and the African-American Chamber of Commerce.
